What are the main steps that Russian universities do to digitize the education system and  are there any issues in that process?

Nowadays there are no common consequent compulsory steps for Universities, since each University has different orientations but there is tendency, for instance,  to make so called Electronic Education Resource for all disciplines. They are available for students no matter where they are.
